This cover does not have sleeves and assumes that the wearer is not able to push themselves. It features slits at the rear that pass over the handles for pushing. The garment goes over the back of the chair to prevent rain getting down between the wearer and the back of the seat and elasticates under the foot plate. There is an adjustable hood and velcro at the neck.
